The Miracle of Subic Bay

*After the disastrous June 1991 Mt. Pinatubo eruption and the departure of the US Navy in December 1992, few held high hopes for Subic Bay. With the former burying the whole naval base and neighboring Olongapo City under several feet of volcanic ash and leaving 60 Olongapenos dead in its wake, and the latter causing mass unemployment, Subic Bay and Olongapo City faced a bleak future. But that devastation only served as an impetus for the Filipino to show his true character. For it too only two years for Subic Bay, owing largerly to its mass of volunteers from Olongapo City, to establish itself as one of Asia's most dynamic envestment locations in 1994 . A feat many would consider a miracle. *Created under Republic Act No. 7227 in 1993, Subic Bay Freeport and Special Economic Zone has become a major port and transshipment point of Asia and a regional hib for commerce and industry, taking advantage of Subic Bay's deep and naturally-protected seaport. Sice its inception, Subic Bay as a freeport now has its own international airport servicing domestic and international flights and is home to 177 local and foreign companies. 111 of which are already operational, enjoying several tax and financial incentives. A few of there foreign companies are FedEx, which created its Asian hub at the Subic International Airport; Acer; Hitachi;Enron Corporation; AT & T; Electruck; and the Asian Armoured Vehicles Technologies Company who manifactures Mercedez Benz buses and Simba tanks, a paramilitary vehicle. A vast majority of these companies' employees are Filipinos from the nearby town of Olongapo who used to do volunteer work for the freeport.

Many foreign investors have opted to establish semi-residences in Subic Bay due in part to the financial incentives made available to them like a 5% income tax; tax and duty importation of raw materials, supplies, capital equipment and consumer items; exemption from all local national taxes; and the availability of residency visas to foreign investors and nationals. Subic Bay is also open to investment in all kinds of internationally-traded services, manufacturing, industry, and tourism facilities and is a one-stop documentation center for all import and export requirements. Subic Bay's government arm, the Subic Bay Metropolitan Authority (SBMA) headed by its much-respected chairman, Richard Gordon, has prepared a global standard masterplan for development and was assisted by the World Bank and later by the Asian * Development Bank toward this end.
